Every ticker with a build. Verdict chips derive from artifacts: annual columns are the gate, strip noise is labeled noise.

Verdict gate (V1 §4.6 + V2 §5): ready = 0 annual failures AND 0 main-queue cards AND 0 tag-map flags of severity ≥ medium.
A ticker with no tag_map.json is not buildable — run bin/python -m tag_normalization --tickers <T> then /normalize-tags <T> in the toolkit.
